I found my image, my best seller, which I have sold 4,254 times, stolen and put back on sale by this author

Adobe have a formal process for complaining that an image on stock breaches copyright, you need to follow this:

Yes, Adobe is very reactive on those issues. It's deplorable that people think they can do business with such images, especially when customers buy that image instead of the original. They get duped twice: first they get an upscaled image, and then they get an image that legally is not theirs to use. And you have lost revenues.
