Clarification on Photo Quality Issues

Hello,

I would like to understand the requirements for the photo submissions. I have uploaded two photos: one was accepted, while the other was rejected due to "quality issues." Both photos were taken with the same phone, using the same settings, and on the same day. Could you please clarify what is wrong with the second photo?

If you look at the histogram, you will see that the second photo has blown out blacks.

I agree with @RALPH_L  that the blacks appear to be clipped.
