Create a release in the Releases Tab in your Uploaded Files section; then when you're preparing a file to upload, click "search for an existing release" and attach the release you just created.

Then you will submit a property release stating that the model is not based on a real person. Follow the guidelines in the link listed above by @Abambo

If the people are fiction, you need to upload a property release stating that. Moderators can't know if it's a fictional character or a real person.
