how stock photo agencies identify user seperately? for example i have adobe stock account and shutterstock account but diffrent email . i upload same image adobe stock and shutterstock .. in this case thare can be copyright issue, because the registered emails are diffrent ?

because my previuos adobe stock account was block, they sent this mail to me. and i will provide it at bellow
" Your account has been blocked for submitting content that violates Adobe Stock submission guidelines, or for activities that violate the Adobe Stock Contributor Terms, on the basis of internal review of your content and account. These content or account activities were found to be incompatible with the Stock Contributor Terms, because they are prohibited under Stock account and submission guidelines, such as submitting offensive content, excessive submissions, content to which you may not own the rights, spam, or other prohibited content or account activity."

Well, your account has been blocked for violating one or more conditions of your contributor agreement, not for posting the same assets to Shutterstock.

As an Adobe Stock Contributor you have agreed to the Stock Contributor Agreement, by which you confirm that you own full rights to every asset you submit to Adobe. They are not going to check whether you have uploaded the assets to other stock services.

Adobe may have thought it belonged to someone else. But I have two accounts with different emails.
Both are not Adobe and one is Shutterstock.

That's not content you posted on Shutterstock. Plenty of contributors contribute to multiple agencies. Adobe has no insight in what you post to Shutterstock.

If you have a blocked account, you cannot open a new account using a different email address. When Adobe realizes what you have done, they will block the second account.

Given your post above, you have no real clue why your account got blocked. So chances are high that you get blocked again.
If you want to clarify your situation, you should ask contributor support. They will anyhow have the final say into your situation.

No, why would there be an issue? You only will have an issue when you upload material that is not yours, where you do not have the rights to upload it.
