I have photos of my father and grandfather who are deceased, my understanding is that next of kin/descendant are able to sign a model release form for the deceased - is that true and if so, am I able to sign that?
My mother is still alive (married to father till his death) and so is my grandmother and 5 of my grandfathers children.
It is my understanding that next of kin cannot sign a model release for a deceased person. You won't be able to use their images commercially.

Not for commercial use. You must wait 70 years after date of passing. Sorry.

The person depicted on the picture needs to sign a model release and that can't be delegated, except for underage people at the time of signing. This means automatically that you can't use the pictures.
But anyhow, the quality of scanned images won't be good enough for being used here. So that is not a big issue.
