I'm confused as to what that is. can someone help?
I noticed some other signs like this are tagged Casino, could that be it?
For starters the framing is not good. The top of your image is clipped.
Adobe Stock looks for highest visual and technical quality as well as commercial appeal. See links below.
Ask yourself, "would I buy this image and what would I use it for?"
If the answer is, "I don't know," then it's probably not right for Adobe Stock.

I agree regarding the composition, as for the dead space on the bottom, if the composition on top was strikingly good the bottom would lend room for text or cut.
