Flags of some countries were rejected in the eps extension due to similarity

I uploaded about 200 flags from different countries with eps extension and about 50 of them were approved and about 150 were rejected because of similarity.
It is clear that a content like a flag that has similarities in terms of color can have.
This is despite the fact that the flag is a required and widely used graphic resource, and a number of them have been confirmed to have sold during the last month.
Why are so many of them rejected?
Can I resubmit them?

Perhaps don't upload them all at once. If you upload a lot of 'similar' images at the same time, this can be the result.

Is it possible to resubmit files that have already been rejected?

Yes, change the file name though. Make sure the quality is up to standard as well.
