For Video Stock Footage Uploads:

For different codecs such as h.264 or ProRes or for different formats such as 4K, Full HD or HD do I have to upload the same Video in each of this formats?

So for one Video I have to upload .. lets say

4K h.264 and 4K ProRes

FullHD h.264

HD h.264

So thats 4 Times the same Video with Keywords and all the other stuff ...

You do upload the video only once in the best supported format. Adobe will generate from the 4k video the HD video. Other formats/codecs won't be available.

What the heck is the difference between FullHD and HD?

For stock you should produce in the native highest quality format, your camera is able to produce, but not higher than 4k. You can produce in 8k, but for now, you need to scale it down. That's OK. You should not modify the frame rate (24, 25, 30, 50, ...) of the video, if possible, nor any other parameter, except as described in @Jill_C's link.
