Any images containing recongizable people must be accompanied by signed Model Releases and copies of government issued passport, driver's license or identifcation card. Model releases should be obtained at the time the photograph was taken. Under age children will need their parent or legal guardian to sign the model release.
Submit photographs and model releases from your Stock Contributor portal. See below.

Governments IDs are only necessary if you are publishing nudes. That is needed for age confirmation. For non nudes, the model release needs to be filled in and signed. Underage children require the signature of at least one parent, but it is recommended that the other parent signs as witness.

Definitely, the photographer is responsible for confirming the ID of the models. But that would be only required in case of a contestation
...Professional models need to be processed differently. But that is a business approach.

Supplying "government-issued" identity documents represents a gross and unnecessary violation of models' privacy. This level of documentation is not generally required to accompany a model release, with the sole exception being proof of age of majority for nude models.
Go back and inspect the requirements published by Adobe (or any other agency) and if you can find official documentation to the contrary, please reference it and I will stand corrected.

Here in the US, Child Protection laws require models to be adults or accompanied by an adult parent or guardian.
The TV/film studios I've worked with routinely ask for the model's photo ID. No nudity involved.

The question wasn't about TV/film studios you've worked with, it was about Adobe, which, according to its published guidance including the link you cited, doesn't impose this requirement.
