What was the reason given for the rejection? Adobe always gives a reason such as Model Release required, IP violation, Technical Issues. It would help us to know the reason to offer better advice to you.

Follow the rules on nude
For submissions containing nude that has artistic value, the model must be at least 18 years old and the model release must include the model's photo ID so we can verify age. Never submit any sexually explicit, pornographic, or immoral material, including material that sexualizes minors.
I think a lot is left up to the discretion of the reviewer - perhaps they didn't like the pose or they saw something they viewed as more blatant than suggestive.
Ultimately, as posted on the same link as noted above:
Note: Adobe has the right to accept or reject content, remove files from Adobe Stock, or block or terminate Contributor accounts for any reason.
Sometimes you just move on and try again with something different. Do some searches on Adobe stock for the types of glamour photos you want to create and see what has been accepted. Hopefully seeing what is already there will help inspire you and give you a feel for what Adobe accepts.

Did you, by chance, translate the refusal? Because I think the refusal should read like this in English:
Thanks for giving us the chance to consider your image. Unfortunately, during our review we found that it doesn't have the aesthetic or commercial appeal we're looking for, so we can't accept it into our collection.
And that is undoubtedly what I thought what the refusal should be. The photograph isn't simply attractive. You should check with existing boudoir pictures in stock and see if you can meet that standard: https://stock.adobe.com/search/images?load_type=search&is_recent_search=&search_type=usertyped&k=bou...
And you can take your picture and use that as a search item for stock, to find images similar to yours. There is a whole collection of them.

The reasons @Jill_C gave you were "Technical issues". I just do not agree with "noise", but I think that you did add too much sharpening.

OK. So you have your answer. Stock can't accept it for content reasons. It's too provocative.
Adobe is a global company that must respect people from diverse cultural and religious backgrounds. This image might be suitable for use on a billboard in Las Vegas, NV but would be criminal if used in Iran. So next time tone down your content.

There's no point in giving feedback without knowing WHY it was rejected.
In the meantime, review your Stock Contributor User Guide. This is important information.

Buena pregunta, la verdad es que habria que valorar las fotografias sin importar el contenido , pero eso abre una puerta que a que entre material muy subjetivo sin el valor comercial que se espera de un portal stock fotografico, tal vez por eso adobe pone limites que podriamos calificar de morales, de cualquier forma es su portal y ellos desiden que es apropiado o no, La clave es: ¿porque motivo te lo rechazan? si pudieras aclararlo, yo la verdad solo veo dos cosas que la modelo tendria que estar mejor peinada y que no la has maquillado y se ve la piel muy en crudo, poros, piel de naranja incluso las huellas de constriccion de los pantis, si subes mucho los aumentos +200 ves un poco de aberracion cromatica, Detalles solo detalles pero el mundo esta hecho de detalles.

No, not necessary. There was a refusal reason, and without that reason we can't give you advice on how to get this accepted. It will require, however, a model release and an ID of the girl, proving that she is 18+.

Girl is over 18 age, her Model release also includes a photo ID.
