I assume it was rejected for technical reasons, but the model name on the boat motor would also have elicited an IP rejection. The image is underexposed in general, but there is a blown highlight in the clouds. The shadows are quite underexposed and noisy. The horizon is leaning. Focus on the swans is not sharp, and there is a halo around many edges - I suppose from whatever processing you might have applied.
