Nothing is in sharp focus, not even the tree on the right which is quite apparent when you zoom in to 100% or more. Though, in general, I have found that getting foggy images accepted is hit or miss. It seems that the Moderators don't take long enough to conclude that the source of the overall softness is fog and not bad camera technique.

It is not recommended to downsize your images, and I don't think that will improve your chances of getting it accepted. Had the tree on the right been in focus it's much more likely that it would have been accepted.

I do not think this is due to an overzealous moderator, but simply because this picture exposes one or more technical issues:

  • focus - careful sharpening may help
  • exposure - the picture is highly under exposed
  • horizon - a light straighten could be of use
  • contrast - fog pictures may need a contrast push
  • vibrancy - adding vibrancy will make the picture more pleasant.

Adding all the above may introduce some artefacts which must also be addressed.
