Adobe already TOLD you why they did not accept the photo. What reason did they give? We can often help people understand in more details. I can immediately see a composition problem: unattractive wire near the top. Best possible composition is required, this is reported as "quality problems" or "technical issues".

The buildings will topple if they are built at such an angle. You will need to correct that. The power line needs to go. The picture is ill exposed as shown be the histogram:

The the blacks (left) and the whites (right) are missing. This creates an image that has missing contrasts. I would also lift the shadows a bit.

 

The picture is also missing focus.

 

And finally: what is the commercial value of such an image? I do not see one.
