As per the screenshot attached I see its the same Adobe ID and I have already confirmed that there is no active subscription with the same.

Since your accounts are blocked you may email support directly via contributor-support@adobe.com

To cancel your contributor account you must send a request through the contact us form found at the bottom of the Adobe Stock Contributor Portal. Please note, there is no cost to be an Adobe Stock contributor. The goal is for you to earn money!
