Hello, I want to find out if Adobe is accepting photographers at this time in their premium collection and the best route to be considered?

As highlighted in the link below premium and editorials are by invitation only.

Contributing to Premium, 3D, and editorial collections at Adobe Stock

At this time Adobe is not accepting assets from contributors for neither.
