Always give the refusal reason. I see here a multitude of reasons not to accept this:
If you have a picture that is out of focus, you will not get this one accepted by overlaying some text that the buyer could do by itself if he or she wants to compose exactly that for his needs.
No text or watermarks allowed on photos. That's an editorial and design decision that the customer makes after they buy the image from Stock. Your job is to take pictures, not create editorial content.
