What is going on. I had several AI photos waiting for approval for two months and now they have all of a sudden be dumped in the "not acceptable pile".. what is going on. I am also being asked for a model release of a sketch that was AI Generated and clearly marked AI Generated. HELP So very confusing.

What was the exact refusal reason? Do not paraphrase. Copy/paste the header of the refusal.
This asset may have got refused for being “Non-compliant” as you see here a structure that I would interpret as a signature.

That is not a signature. I used GIMP to erase a ton of stuff to make it neater and more symmetrical. It is a scribble. But thanks for pointing that out. I can certainly see how one might perceive that as a signature. The reason for the model release was one of the boxes was not checked off. I check and double check and I still miss these boxes from time to time. This one totally falls on me. I checked the appropriate box and hopefully it fixes the issue

It looks like one AI-generated signature because the AI considers that to be an important part of an asset because all the assets it got fed with had something like that. And even if drawn manually, it could be considered as a signature. It doesn't disturb the image when it's gone.

That is 100% an ai generated faux-signature as is often seen in Midjourney and some SD models.

You should read the requirements before submitting. Generative AI can be depicted after living individuals: model release is needed, or after fictional people: property release or the new flag, certifying that the people are fictional is needed:
That is well documented in the requirements for submitting generative AI assets.
In addition, looking at your asset, I found several errors, that constitute technical issues:
Artefacts.
Geometry errors.
Hand needs to be corrected.
Those were easy to spot issues in your file. A moderator would need a second to select the refusal reason for the first they see.

The girl's toes are also messed up. This will be rejected based on technical issues. If you've already resubmitted it, I would suggest deleting and repairing the issues before you upload again.
