You can't!
But only you can see them. It can be a reminder of what wasn't good. (Though perhaps you don't want to be reminded!)

I'm sorry but you cannot delete your rejected archive. Only thumbnails are saved as a reference so you can be sure you don't accidentally resubmit.

When a producer (photographer) sends the photographs, he archives them immediately, so the archived images are no longer offered to Adobe.

I also mark the rejected images in my LightRoom catalog as "ASR", which is my acronym for "Adobe Stock Rejected" so that I don't accidentally try to resubmit them.
