I wonder what are the icons on uploaded file means. so the 1st one is for keywords but I didn't understand the purpose of 2nd icon.
The first are the number of keywords, the second is the number of releases attached.
The red point means that the asset can't yet be submitted. This changes to green, when the minimum of data needed is available. That does mean that all is complete or the entries meet the minimal submission conditions.
When I'm preparing my uploaded assets for submission, I add titles and keywords, but leave one of the checkboxes unchecked until I'm certain that I'm ready to submit. That ensures that the red dot remains red until I take the last step by ticking the checkbox which will turn the dot to green.

Perfect! It's a strange form, but it's the order in which you click and complete the form that makes the difference between red and green. They need to correct that...right?

No, it's not broken and doesn't need to be fixed. The sequence in which you complete the submission process is irrelevant. The Red dot doesn't change to Green until you have filled and checked every required field. I just choose to leave one of the boxes incomplete until I am certain that I'm done with my titles and keywords.

Use any order you want. It's not important. What is important is that the minimum of required information is present before it turns green. How you work with this is left to your discretion. The issue here was that OP did not understand the information that got presented to them. It was not that something was broken.
