Looks like there are complications with your Adobe ID as you have several accounts tied to the same email. Your issue is different than the OP. Please write to contributor support using the contact us link at the bottom of the portal for assistance. If you are unable to access the contact us link, please email contributor-support@adobe.com

Hm, that error needs to be something different. My latest information is that there is no ID card required any more.

I just confirmed and created a stock contributor account with my professional account, which wasn't connected to Adobe (as a contributor) stock until now.
