Adobe told you why it was refused. Please tell us what they said, we cannot check your account. The experts here can often give more tips once you share Adobe's reasons.

The major problem with this photo is that it is not sharp - at all:

Your photo is out of focus, has color fringing and lacing vibrancy. You need to zoom to 100% or more to see the issues of your files.
