What was the stated reason for rejection? 

• Technical issues,
• Intellectual Property / Model Releases,
• Commercial Appeal,
• Non-Compliant File Type

Are you submitting photos with highest technical and visual quality?  I ask because that's what Adobe Stock customers seek for their commercial ad campaigns.
