The Contributors on this forum are not Adobe employees, so we cannot advise as to why your image was rejected; however we can provide an opinion based on our own experience as photographers and Stock Contributors. The dog is not in sharp focus, and in terms of composition, you cut off one of his paws. As a general, rule, dogs, cats, sunsets, sunrises, and flowers are very over-represented in Adobe Stock already, so your image would have had to be perfect and unique to be added to the database.

Your Labrador is not in focus, has washed out colours, is missing contrast as a consequence and is also not well framed as the legs should be completely in the picture.
