Monochrome pictures rarely pass moderation. That's a quality issue. You need to post the full colour picture instead.
But that will be refused too, for quality issues, as the composition is not good. In addition, there are artefacts in the out of focus area:
That lets me think that the phone camera did apply a fake DOF.
Your exposure needs correction, as you are cutting off the blacks and the whites:

In addition to what @Abambo already said, the horizon is not level, you can be seen in the dog's eye. The composition is not good and should be based on "Rule of Thirds". Too much of the dog is cropped out.

Not well composed, monochrome and soft focus might be some of the reasons why it was rejected.
