My photos are rejected for "Technical issues"

Hi, can anyone give me any feedback why my photos are rejected due Technical Issues?
Because there is no spesific reasons about this "Technical Issues"

Hi, this is what I see:

  1. the tree top in the fore ground has nothing to do with the composition and adds no sense of depth. Consider using the Rule of Thirds. Highlite the road.
  2. the horizon line is not horizontal. the right side is higherf depth.
  3. in the lighter part of the sky, there is color noise.
  4. there is a white spot toward the top just right of the center.
  5. I think you could do a little more noise reduction in the sky and sharpening on the city. The city lights are a little overexposed creating bl

Noise, washed out colours and the trees expose a kind of double exposure.
