If there are any dark areas in the shadows of the sunset, your image will not pass Adobe Stock's review.
You should aim for a different photographic expression.

The sky is noisy, and I bet, the picture is underexposed. Underexposure is confirmed by looking at the histogram. 

BTW: Telling us the Adobe stock refusal reason is a nice indication at what we should look. This here has been refused for quality issues, I guess.
