New to Adobe Stock - Rejected Due to Technical Issues

Hi ... I'm new to Adobe Stock and I'm tryiung to get a feel for why one of my photos was rejected for "technical issues". It is a sunset photo of the city (Ottawa, Ontario, Canada) where I live. Any thoughts?

There are atrifacts throughout the photo. These are caused by too much noise reduction or JPEG compression.

In addition to Ralph's comments about artifacts, I feel the white balance needs adjustment.  It's too orange/brown.

Wow Jeff, thanks for that.  I'm new also and watching.  I thought the focus point may have been on the bridge more than the buildings.  So slightly off on bldgs.  Your input for Jay-Dee is very helpful to me also.  Do you have any go-to numbers in Lightroom or a specific app preference for noise reduction?
