In my Adobe Stock account Under the Uploaded file menu,  under  "Not Accepted" will those "not accepted" photo be deleted at one point or will they remain there there ?

No. They will be there forever and can not be deleted. Even if you've re-edited, resubmitted, and ultimately had accepted a previously rejected asset, it will remain in Not Accepted.

They remain as tiny thumbnails forever - presumably to remind both you and Adobe that these were previously rejected.
