Hi Sir/Madam,
I have been a contributor to Adobe Stock for a very long period of 5 years. I'm getting a notification while submitting my vector artwork (Based on your location, we think you may prefer the India website, where you'll get regional content, offerings, and pricing.) I want to be a part of Adobe Stock. Could you please help to resolve the problem?

There are two issues there. First, as a customer: several services are not available in all regions, and therefore it may be important to have set the correct region. If you buy a service, the credit card (or the payment method) you use needs to be located in the same region as you. So you will be unable to buy a service with your Indian credit card, when your region is set to the USA.
Second, as a contributor: there is no issue known to me, to change your region to somewhere else. The tax form and your address in your contributor account need to be located in the same country because you and Adobe have to pay the correct taxes accordingly. But to contribute, you can change your region to India, and that will change nothing. Your assets will be open for sale to the whole world.
To change your region:
Check the footer, while being at https://contributor.stock.adobe.com.
Choose any region you want:
The region will also influence the language that is shown to you, so if you want to have all English, you need to select an English-speaking region.
You can also select the region while responding to the dialogue.

I live in the United States. So I use the website for my region. It's not that complicated.

Thank you for your kind reply. I could only understand that I could change my region to where Adobe is located (United States). Can I change India to the US as I belong to India?

No, you need to change the location where you are located. Not where Adobe is located.
