I assume they will, but you should contact Adobe directly via the "contact us" link at the bottom of your Dashboard page to determine what the error is.

Adobe did release the payment and Skrill refused it. That's what "error" means. You should check with Skrill, if they accept incomming payments and you should check your credentials.
