There are reports out that PayPal refuses payments for certain regions on private accounts. You will need to contact PayPal support. If PayPal refuses the payment, the money will be sent back and credited to your account. That may take up to a month.

Fellow contributors can't solve the problem for you, but we can offer advice. "Payment Done" status means that Adobe has handed the funds over to your designated payment provider. So you'll need to contact that provider to find out why they haven't yet notified you of the availability of funds. Here in the U.S, the handoff from Adobe to PayPal is instantaneous, generally on the 10th working day after payment is requested.
