You need at least $25 in your account before you can withdraw payment.

$12.26 is below the minimum $25 payout amount, so I'm not sure how you were able to request the payout. You are not addressing Adobe directly here in this forum, so will receive no response from them here. Use the contact us link in your account page to send a message to Adobe.

They said to request payment will need at least $1 and the payout button can click on it so I can withdraw $12.26 and after that like I said

I suppose this is the Firefly bonus payment. Nevertheless, you'll have to contact Adobe as described above to get the oroblem resolved.

Personally, what's the hurry for $1? I just waited until I exceeded the withdrawal limit and requested payment at that time. Contacting support might be easy enough, or it could take more time than it's worth.

You said is correct, what's the hurry for $1, I'm just a new user. I saw that it could be withdrawn. So I want to try withdrawing it.

I assume you've waited at least 45 days since your first sale? If so, @Jill_C 's advice is probably the best.
