Hello!

I would like to know whether a photo processed in Photoshop using AI tools should be submitted as a photo or AI generated image?

specifically: I took a photo of my dog, changed the background, added a hat, sunglasses and a hawaiian shirt to him

That should be submitted as AI. If you use AI to retouch or to expand the edges of an image, that can still be submitted as a photo. But in general, if you add something or exchange something, that should be submitted as AI.

Retouching and filling in areas with tools such as "Content aware Fill" does not require does not require you to declare the photo as AI because your photo was used as the input source but, adding things to the photo which use AI and other input source assets that you do not own does require an AI declaration.
