The wording is sort of confusing on the rejection snippet, but in the Adobe Stock Contributor User Guide it is mentioned that the Similar Images rejection reason includes all Adobe stock photos.

Adobe Stock contains more than 12 million images of sunsets, so perhaps they've just decided that they don't need another one...

Your sunset picture is nicely done. But still, it misses contrast. And there is nothing special in the pictures. To get a sunset image through, it needs to have a “wow” factor.
The error message is indeed confusing. Especially to newcomers.

Your chance of selling one are slim to none. There's too much competition in this keyword.
To succeed at stock, submit unique subjects that have less available inventory. Stay away from low % sellers like clouds, plants, flowers, trees, sunsets and pets.
Adobe Stock customers expect the highest visual and technical quality for use in commercial projects.

I have gotten the same response a few times. I took a look at some recent submissions today and noticed that in a few instances there were quite a few simlar images from the same contributors that were selected. Not sure why this standard is not applied consistently day to day.

Do you know that moderation is done by humans and similar picture is sometimes quite subjective? Someone will mark an asset as similar, that a different moderator will still let pass. That's part of the system.
