The contrast is not good, there is no black, the picture looks very dull. The blue tones are heavily oversaturated. I also can't find a well-focused area in the picture. The dark areas in the front of the picture look like they were painted with a brush. Nice picture, but you used a fancy filter that should better have been left out for stock.

There are no blacks in your picture and the colours are not natural. Stock images should be technically correct and free from such manipulations. The buyer can add them easily if that is his intention, but he cannot recover from your edits, if needed.

Basicaly, everybody is correct. Too much blue, no blacks and too many shadows.

There is also a round mark in the upper middle in the sky. In the shadows, lower right, there is part of a railing. 

The vignette is also to much.

And I think that the Sydney Opera House is protected by IP, so even if you clean up the technical issues, it might still be rejected.
