I thought it was a pretty good shot. Is it better to edit or leave raw? not sure why it was rejected.

There are some things but the first thing is the frame with the blur, then there is noise, artifacts and the tower is not vertical enough and lacks dynamic range, you only see the silhouette (maybe that was your intention) but it should have more nuances

The black frame is not allowed.  If you're shooting in RAW, images always need to be edited and converted to jpg before uploading.
