I remember Adobe have informed contributors on the minimum commission of 0.33 per photo some time ago. What happened to that promise? Or may be Fotolia people are not good enough? Well... why bother to inform us then?
The .33 minimum payment amount applies to subscription payments. There are still credits based sales that occur at Fotolia in which your royalty rate is determined by your rank. In your case, you are Bronze rank. The royalty rate on Fotolia credit sales for Bronze contributors is 23%.
The file you referenced sold at size XS (extra small) at a price of 1 credit. A credit is equal to $1 USD in your account so your 23% rate netted a .23 royalty.
