Picture declined due to one or more technical issues

Hello everyone 🙂 I've got this feedback on my picture and I'm wondering if it is the light, or the size... the quality... I'm not sure of which tecnical issue they are refering to.
"Unfortunately, during our review we found that it contains one or more technical issues, so we can't accept it into our collection."

Your biggest issues are the overexposed highlights, the slightly under exposed subjects and the photo is too soft and lacks contrast. Next time, try exposing for the sky and then in post processing try to lighten the subject. You may need an exposure that is somewhere in the middle to keep from foriming noise and artifacts. 

Try this:

As Ralph noted, the sky is completely blown out; there is no recoverable detail there. Look at the histogram for this file and you will see that it is pegged on the right side. The file is too small to properly evaluate other technical issues, but it does seem underexposed (except for the sky) and blurry. This type of scene can be captured effectively using bracketed images blended using the HDR mode in LightRoom or Photoshop; or just find another composition to avoid shooting into the sun.
