It is my understanding that people should not be included at all in editorial.

Have you read the help pages relating to Illustrative Editorial? They clearly state that no,people are allowed.

If you don't have model releases, you cannot submit images of recognizable people. Period.

Buildings yes, faces no.
But you can't circumvent the need for a property release with the editorial use only assets. The assets need to be newsworthy. So, a picture of my house would not work, a picture of the White House would.
