Although the histogram looks ok, this photo looks s bit dark to me.  There is also noticeable noise.

Thanks, its sunset & little dark, I thought as far as contrast is ok, the darkness would not be issue. Did you notice the noise at 100% view or you zoomed further?

It was between 100%-200% that I noticed the noise 🙂

I know that photographers are required to look at their photos at 100% before submitting. Do you think we should zoom further for these kind of things (noise, etc...)?

I've seen between 100%-200% mentioned often on the forums and what I've always followed.  I usually bounce between 100% and 200% a few times to get a feel for the noise level.
