These and many more images were rejected because of quality issues. What am I missing?

The pictures are great. Correct the chromatic aberrations and the blown out highlights where possible and resubmit.

This is the second time images from this batch have been rejected. Are they examined by people, or is there some kind of image recognition software that is seeing just blurry flowers and missing the subject?

Adobe utilizes human Moderators. As @Abambo indicated, there are correctable errors and that's presumably what the Moderators saw. A couple of the images could probably be cropped tighter also, bringing more focus on the bee. You indicate that you've already submitted these twice. If you submit them again without correcting the errors, you run the risk of being labeled a spammer, which could get your account blocked.

I suppose that the moderators saw what I saw and rejected. Why should some obscure software refuse your assets because they don't cover the topic, when you clearly have a few flaws in your main subject?
Your subject fulfils the most important feature to be corrigible: it's in focus. You just need to work on the issues that can be corrected. That's all.
