I'm confused about Property Releases when the generated AI images of people are cartoon style. Are Property Releases necessary in this case too?

If the person, even as a cartoon, is recognizable, then yes!

As you are the āproperty ownerā and the āartistā, why is it so difficult just to create a property release and attach that to your assets? When doing a cartoon style image of me, I would be able to recognize me in that cartoon, so you would need to submit a model release signed by me. As this is the rule, and the rule says that if a model release would be necessary, but the depicted person is non-existent, you need a property release. That was also a requirement for āclassicā art

Since every person (even unrecognizable) generated in AI needs a Property Release, I was wondering if instead a person (unrecognizable) in cartoon style still needs Property Releases.

If looks like a real existent person, needs a Model Release, if the person don't resemble anyone real, needs a Property Release

Yes. Cartoons & comics are artwork too. š The same rules apply across all genres.
1. A property release signed by you as the originiating artist.
2. Or a model realease signed by the human it depicts.

so in this case of the property release, who are we supposed to have sign as our "witness" if we are the owner and the artist and can't also be the witness?

Don't confuse Model Releases with Property Releases. Two different things.
A witness is any 3rd party person.

You do not necessary need a witness.
Do the property release digitally, it may be easier.

Digital releases don't need witnesses.
With model releases I generally do not use a witness.
