I think it would make sense to post the reason for refusal and explain where it was taken and what we see in the picture.

Hi,

if you open the image in camera raw you can see that the sky is black and has no drawing. The picture has a high contrast range and a brightening will be very complex, because you can't apply a brightening to the whole picture, but has to work partially (masks, brushes) because otherwise the lights burn out and a lot of contrast in the picture is lost.

Whether the effort is worthwhile you have to decide for yourself.

And the whites are blown out and there are heavy shadows. Much better to take a nice picture in daylight!

No doubt daylight photography is easier, but that is the atmosphere of the photo when it was taken.
