Stock is looking for visually and technically perfect images for commercial sale and use by Stock customers in their professional projects. This is a business. The photo is under-exposed. Too much details are lost. If you were to print this photo you'd get mainly black without details and white spots of the lights.
It is not sharp - edges soft
It is noisy
Two things could contribute to the lack of sharpness
1, Lack of adequate exposure or
2. Not enough depth of field.
Under-exposure also contributes to excess noise.
Please zoom in on your file to between 100 and 200% to inspect for faults.
I do not believe the light would be an issue if the frame was adequately exposed.
