Black and white images are rarely accepted. But the biggest problem is noise that is most apparent in the blacks when viewed at 100%.
Monochrome conversions aren't allowed. There is also visible digital noise which is another reason for rejection.

In addition to the noise and the black&white convert:
The picture is underexposed, has a very narrow DOF (but the left eye is sharp, so that may be still OK) and you have a white border around the picture. That too is not allowed.
