This notification is saying that your submission is not up to Adobe quality standard. You will need to make corrections if that can be done or discard the file. To check the files for quality issues before you upload them you need to zoom in at between 100 and 200% to look for errors. However, you will need to know what to look for to be able to identify some of these issues. This link list what you need to look for.
Otherwise, you upload the refused files here an we help you to identify the issues.
