No, if you have deleted it, you will need to re-upload and wait for it to be approved again.

No, you can't recover pictures, even if they got deleted by error. You need indeed to upload them again and hope that they pass the moderation phase. Because there is no guaranty that a previously accepted asset gets accepted again.
