How can an image from a street like this can be rejected for intelectual property?

There are dozens of identifiable objects, signs, buildings, etc, in this photo.  If this were an editorial use photo you would probably be ok, but a commercial use photo must not have any identifiable objects or people in them unless there are property releases for the identifiable objects or model releases for the identifiable people.

 

This photo also has technical flaws that would also keep it from getting through I think.  I spotted some chromatic abberations and the details didn't appear very sharp to me.
