Looking at the thumbnail this appears to be way oversaturated. If processing this from a RAW file I recommend using the vibrance slider in Lightroom and skip the saturation slider.

Excessive artifacts/noise can be caused by low light, bad camera settings, strong compression or excessive post-production.
