Rejected by technical reason

Two photos were rejected for technical reason. Why? I thought both were sharp.

Zoom in to at least 100% and you'll see that the first image has significant amount of digital noise and both had blownout hotspots.

In addition to what Jill said, the histogram reflects underexposure and I think the photo is a bit dark.  I believe the camera metered to attempt to preserve detail in the ray of light shining down, but ultimately there was too much dynamic range to capture in a single exposure.  I actually think the photo can't out well for iso 10,000, but I want surprised to see a lot of noise at that iso either.

Maybe try a tripod to keep the iso lower and exposure blending or hdr?
